If you have a cell phone from a major service provider, the odds are good that your phone is locked in such a way that it can only be used with that particular service. The primary reason for this is that if your phone is locked, you will be forced to pay much higher roaming charges when you use another network or are in another country to make your calls. Generally, cell phones locks are entirely breakable if you know what to do; some phones even make it easy to do through the use of a code that will break the lock. With most locked phones, however, it is a more complicated process that requires a phone to be hooked up to a specialized data portal that will complete the process.
